A quota is applied (its exact value depends on how the votes pan out), and each party wins as many elected representatives as they win quotas of votes
A regional or national top-up can be added.
LPR was used for the UK’s European Parliament elections from 1999-2019. It will be introduced for Wales’ Senedd elections from 2026.
